Norwalk NICE

The City of Norwalk established Norwalk NICE (a utility assistance program) in 2020, by asking residents to participate in a monthly round up of their utility bill to the nearest dollar. This monthly donation, in combination with City funds, is available to Norwalk residents who are in need of assistance paying for water, sewer, trash and recycling bills. The funds are distributed through Impact Community Action Partnership (IMPACT) who ensures that residents seeking assistance qualify under the program guidelines. There is a limit of two uses per year and $100 per request. 

If you would like to contribute to this program, you can enroll in round up by contacting City Hall at (515) 981-0228 or by email at water@norwalk.iowa.gov.

If you are in need of assistance you can apply by contacting IMPACT by calling (515) 518-4779 to schedule a phone or in-person appointment for water bill assistance.

To process your application, IMPACT will need the following:
    1. A valid form of identification (Iowa Driver’s License, Social Security Card, etc.).
    2. A copy of your utility bill.
    3. Proof of any income within the last 30 days.
    4. A disconnect notice or notice of termination for household water bill.
